On New Year’s day, about 100 people gathered at St. Paul Baptist Church in Oxnard to enjoy a breakfast and special service in honor of the 150th anniversary of the Emancipation Proclamation. After the meal, a service was offered with music, prayer and guest speaker Jeffrey Stewart, chairman of Black Studies at UC Santa Barbara. Stewart explained the importance of the Emancipation Proclamation in paving the way for the eventual constitutional amendment freeing the slaves,
